Frederick County, Virginia may be getting a few more retail options if all goes according to plan. Vienna, Virginia-based NVRetail has announced that it plans on expanding its Rutherford Crossing retail center which sits just north of Winchester. Virginia’s General Assembly and governor will receive a substantial funding request for next year’s James Madison University building budget. As student enrollment at JMU has grown, so has its physical footprint. Over $225 million worth of construction is in progress or being planned on campus. Projects include a 53,000 square-foot addition to and renovation of the arts building for almost $43 million, renovation of another hall for over $25 million and a new field hockey stadium for $4.25 million. Educational institutions serving as the catalyst for other developments is nothing new in Virginia. Other universities in the state have experienced similar building booms that helped to shape growth and development in their communities. Examples include VCU in Richmond, GMU in Fairfax, UVA in Charlottesville, and Virginia Tech in Blacksburg.
